Duties

IT SPECIALIST (PLCYPLN) (TITLE 32)

  • Conducts research and develops independent strategies to improve the efficiency of information technology and communications processes.
  • Interprets various technical requirements, making autonomous decisions to ensure organizational conformity with relevant instructions, procedures, and practices.
  • Evaluates mission effectiveness using standardized and locally adapted assessment procedures and methods.
  • Provides advice to supervisors and managers on program assessment, policies, regulatory requirements, and processes.
  • Creates process, managerial, administrative, and technical assessment strategies for implementation.
  • It recommends internal reporting and status monitoring processes to guarantee proper control over deadlines, progress reports, and follow-up reports.
  • Prepares and maintains files and publications in accordance with current instructions, which comprise both paper and electronic media.
  • Coordinates with HHQ elements, program management offices, specific system/hardware support elements, OEM vendors, and vendor-contracted support facilities to resolve issues.
  • Creates, develops, and manages work center training programs. Prepares and plans duties and training activities for drill status guard personnel.
  • Self-inspection and staff support visits ensure compliance with management control plan standards.
  • Performs additional tasks as specified.

Appointment Factor(s): This is an Excepted Service employment that requires active enrollment in a suitable military assignment in the Texas Air National Guard (TXANG), as well as the wearing of a military uniform. Applicants must be active members of the Texas Air National Guard or be available for prompt transfer to the Guard.

Areas of Consideration: Except for the whole nation. This includes:

  • All presently employed full-time permanent, indefinite, and temporary members of the Texas Air National Guard.
  • All active members of the Texas Air National Guard, as well as those eligible for membership.

Remarks

  • This role is responsible for information assurance duties. The incumbent must meet the criteria of the certification program and earn certification within one year of appointment. DOD Instruction 8570.01-M outlines the certification criteria.
  • Travels to and from offsite worksite(s) from the typical work location to carry out assigned activities. This may contain operating locations (OL) and/or geographically separated units (GSUs). Due to the distances involved, travel may need one or more overnight stays.
  • Certification is required by DOD 8570.01-M, the Federal Information Security Management Act of 2002, the Clinger-Cohen Act of 1996, and current AF instructions.
  • Must be able to receive and maintain the proper security clearance for the employment.
  • The Domestic Violence Misdemeanor Amendment (30 Sep 96) to the Gun Control Act (Lautenberg Amendment) of 1968 applies to this post. A person who has been convicted of a qualifying offense of domestic violence may be barred from performing the responsibilities of this job.

Qualification

To be evaluated for qualifying, your CV must contain relevant experience with starting and ending dates of employment/experience indicating the following:

Specialized Experience Required:

To qualify for GS-11, you must have at least 36 months in the following:

Experience, education, or training in techniques and requirements appropriate to computer applications or a computer specialty area in an organization; experience planning the sequence of actions necessary to accomplish the assignment, which entailed coordination with others outside the organizational unit and development of project controls; an experience that required adaptations of guidelines or precedents to meet the needs of the assignment; experience preparing documents.

OR

Substitution of studies for Specialized Experience – At the GS-11 level, a Ph.D. or equivalent, or three years of progressively higher level graduate studies leading to such a degree.

Undergraduate or Graduate Education: A degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management, or a degree that included at least 24 semester hours in one or more of the fields listed above and required the creation or modification of applications, systems, or networks.

Education

Substitution of Education for Specialized Experience: At the GS-11 level, three years of graduate study at ever higher levels result in a Ph.D. or an equivalent degree.

Undergraduate or Graduate Education: A degree in computer science, engineering, information science, mathematics, operations research, statistics, information systems management, or technology management; or a degree that offered at least 24 semester hours in any of the aforementioned fields and necessitated the creation or modification of systems, networks, or applications.
