Duties

An environmental protection specialist will:

  • Give DOT workers and leadership climate change mitigation, adaptation, and environmental policy guidance. Review BIL-related environmental, climate, and transportation laws, legislation, regulatory measures, and presidential orders independently.
  • Consult with stakeholders and federal and state partner agencies on federal responsibilities and NEPA, Council on Environmental Quality regulations (40 CFR 1500-1508), and Operating Administration regulations, policies, and guidance.
  • Lead and assist stakeholders and partner agencies in integrating complicated environmental and transportation planning processes and other ways to enhance planning-human and natural environmental links. Integrate environmental legislation into NEPA decision-making. Maintain the correct NEPA project classifications: CE, EA, and EIS. Performs project readiness and climate evaluations of new BIL grant proposals and examines funding notices to ensure climate change terms.
  • Lead national EV networking planning best practices to assist the Department’s efforts to link neighborhoods, municipalities, companies, planning agencies, and partners on infrastructure projects. Provide technical advice on EV and fuel emission policies to decrease carbon.
  • Review, administer, and approve the National Electric Vehicle Infrastructure Formula and Grant Program EV charging plans. Build contacts, support programs, and public-private partnerships to accelerate EV adoption and infrastructure deployment.
  • Write essential documentation on program strategy, successes, and techno-economic analysis to guide EV efforts. Facilitate auto charging infrastructure and electric grid integration modeling and analysis. Discuss questions and concerns with researchers. Help to scope EV charging key demonstrations and proof of concept projects.
  • Develop policy and research on climate change and BIL-related transportation environmental challenges. Promote creative environmental, climate change, and sustainability collaborations by modal governments. Support departmental efforts to comply with environmental laws and regulations while investigating new BIL transportation project development and delivery techniques to address climate change.

A seasoned, motivated, and self-reliant professional who can share their expertise in implementing NEPA and/or assessing environmental policy laws, regulations, decisions, and/or proposed legislation on climate change programs and projects and preparing and presenting analytical reports to decision-makers is ideal.

Qualifications

To be considered for this job, you must fulfill the education or specialist experience criteria for your grade.

The GS-11 on Experience requires at least one year of experience comparable to the GS-09, including:

  • Experience using methodologies, ideas, principles, and practices to investigate, study, or analyze environmental documents required by the National Environmental Policy Act or other laws, rules, or policies.
  • Experience utilizing environmental assessments to identify and mitigate transportation or other project effects independently and collaboratively.
